About This Data
Public Law 100-656, the Business Opportunity Development Reform Act of 1988, amended the Small Business Act to emphasize acquisition planning. The law requires agencies to compile and make projections of contracting opportunities that small businesses (including small, disadvantaged businesses and 8(a) program participants, women-owned, Historically Underutilized Business Zone (HUBZone), veteran-owned, and service-disabled veteran-owned) may perform. Potential Subcontracting Opportunities
The information in APFS helps build the statutorily required annual Forecast of Contract Opportunities (i.e. the Forecast). The Forecast allows industry, especially small businesses, the opportunity to learn about prospective DHS business opportunities (which includes subcontracting) over the simplified acquisition threshold (SAT).
