| Description: Region 3 requires contractor support for the installation of a new backup generator system at the regional office located at 615 Chestnut St, Philadelphia, Pennsylvania. The purpose of this requirement is to improve facility infrastructure resiliency by enabling backup power support for the building’s HVAC systems during extended utility power outages. The regional office currently has backup power support for certain electrical and IT systems; however, the facility HVAC systems are not connected to backup power. Loss of HVAC during a prolonged outage could significantly affect building habitability, staff safety, and continuity of mission operations, particularly during periods of extreme seasonal temperatures.
The contractor shall provide all labor, supervision, materials, equipment, engineering support, coordination, testing, permitting, and related services necessary to install and integrate a separately procured 500 kW diesel generator into the facility’s existing infrastructure. The installation effort is expected to include electrical system modifications, installation of automatic transfer switches, electrical panels, transformer equipment, conduit and wiring, fuel system modifications, steel supports, fireproofing, fencing or gate modifications, crane and rigging support, permitting, inspections, and final engineering documentation necessary to support a complete and operational installation.
The installation must be performed in coordination with the building owner/lessor, building management, utility providers, Region 3 facilities personnel, and other stakeholders as required. Work shall comply with applicable federal, state, and local codes, permit requirements, industry standards, and building requirements. The contractor shall ensure the installation is properly engineered, safely executed, and coordinated to minimize disruption to ongoing facility operations.
The anticipated installation scope includes:
• Installation of new automatic transfer switches to support generator connection to designated building systems.
• Installation of new electrical panels and transformer equipment required for integration with the facility electrical system.
• Installation of conduit, conductors, feeders, and associated electrical infrastructure in accordance with approved design drawings.
• Fuel system modifications necessary to support the additional generator equipment.
• Structural support work, including steel supports and required fireproofing.
• Crane, rigging, and placement support for generator installation.
• Modifications to fencing, gates, or related site infrastructure necessary to accommodate the installed equipment.
