Requirements Title: ERO OVERWATCH AND NATIONAL SECURITY ENFORCEMENT (ERO ONE) – INTELLIGENCE RESEARCH SPECIALISTS PROFESSIONAL SUPPORT SERVICES
Description: U.S. Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), Overwatch and National Security Enforcement (ERO ONE), anticipate a requirement for contractor-provided Intelligence Research Specialists (IRS) professional support services. The contractor will provide qualified IRS personnel to perform intelligence research, all-source analysis, evaluation, reporting, intelligence product development, trend and threat analysis, network and relationship analysis, intelligence gap analysis, briefing support, coordination support, field intelligence support, and related analytical services in support of ERO mission requirements. Contractor personnel will support ERO headquarters and designated field locations throughout the United States. The requirement also includes a contractor Project Manager located in the Washington, DC area who will be responsible for overall contractor management, supervision, staffing coordination, quality control, performance monitoring, personnel transitions, and communication with the Government. This requirement will be structure as non-personal services contract. Contractor personnel will remain under the supervision and control of the contractor. Government personnel will establish mission requirements, priorities, expected outcomes, and applicable performance standards while retaining responsibility for all inherently governmental decisions and authorities. Personnel assigned to this requirement will be required to meet applicable education, professional experience, security, suitability, and access requirements. The PM and IRS personnel are expected to require an active Top Secret clearance with eligibility for access to Sensitive Compartmented Information (TS/SCI), subject to the final solicitation requirements. The anticipated requirement includes contractor management, qualified personnel, quality control, transition support, recurring status and staffing reporting, and delivery of analytical products and services in accordance with Government established requirements and performance standards.
