Requirements Title: Program Management Support for Financial Systems Modernization
Description: The DHS Office of the Chief Financial Officer (OCFO) established the Financial Systems Modernization (FSM) program to oversee Component FSM efforts. The foundational tenets for the FSM programs are: • Increased business process standardization across Components through efforts to define a common set of financial management business processes and then ensuring Component business process re-engineering and modernization efforts reflect the DHS process standard. • Implement standard financial data element structures such as the DHS Accounting Classification Structure (ACS) and Common Appropriation Structure (CAS) across Components to standardize reporting and reduce manual reporting processes and inconsistent data. • Continue to plan and execute financial system modernization projects by migrating Components to a modernized platform or integrating financial systems with asset and procurement management systems that meet Department-wide requirements and financial system and business process standards. FSM projects should also leverage existing infrastructure, shared services, and technologies such as cloud-based solutions to the extent possible, following guidance and lessons learned from previous attempts to integrate DHS Components' financial management systems. • Lastly, after standardization and modernization has occurred, DHS will work toward consolidating financial operations and transaction processing service centers where cost effective. • DHS has established the Enterprise Financial Systems (EFS) office, formerly known as the Joint Program Management Office (JPMO), to lead and manage all aspects of the FSM programs, in partnership with DHS Components. Roles and responsibilities for the EFS are defined in the EFS Charter and other governance documents. CISA’s Office of the Chief Financial Officer (OCFO) established a Project Management Office (PMO) to manage its FSM initiative at the Component-level. This PMO is comprised of a project manager and systems accountants. It established an FSM Integrated Project Team (IPT) to provide programmatic and functional expertise to manage and support the FSM transition and potential migration. Due to the resource-intensive nature of the Discovery and implementation phases of migration, CISA’s FSM PMO requires programmatic and technical support to assist in the modernization effort. This requirement provides continued technical, functional, and program management support for CISA’s Financial Systems Modernization (FSM) effort throughout the implementation phase, and preparation for enterprise-wide deployment. Contractor support includes data management and migration support, system integration coordination, and functional expertise necessary to maintain momentum across FSM phases and ensure readiness for transition to a modernized DHS financial management solution. These subject matter experts (SMEs) are critical support roles to ensure financial data integrity, continuity of business processes, and a seamless integration to the unified system approach across the Department. OBJECTIVE The objective of the FSM PMO Support is to support CISA OCFO throughout the lifecycle of the FSM Program, in partnership with EFS, Immigration and Customs Enforcement (ICE) as its financial services provider, and the DHS system integrator, so that the FSM solution is: configured to meet CISA requirements; CISA Financial Data is prepared so that it is able to be migrated to the future solution; CISA users are apprised of the migration and are trained and ready to accept the system upon go-live.
