| Requirements Title: On-Site Compliance Assessment Support Services for ICE 287(g) Public Safety Partnership Division |
| Description: The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO) seeks contractor support to conduct approximately 1,000 comprehensive, on-site compliance assessments over the course of one year of Law Enforcement Partner (LEP) agencies participating in the ICE 287(g) program under the Task Force Model (TFM) and Warrant Service Officer (WSO) Model. The contractor will provide qualified compliance assessment personnel or teams to travel to LEP facilities, perform detailed operational and programmatic reviews, collect and analyze data, conduct interviews, and prepare findings and compliance reports for ICE ERO. Contractor personnel will work with the appropriate ICE ERO Field Office to facilitate corrective action plans and submit final reports.
The Contractor shall furnish all personnel, supervision, equipment, and materials necessary to conduct approximately 1,000 on-site compliance assessments per year of LEP agencies under the TFM and WSO models. The Contractor will be responsible for all aspects of the compliance assessment process, including pre-assessment planning, on-site activities, data collection, interviews, post-assessment analysis, and reporting.
Contract services will include but are not limited to pre-assessment planning, coordination with partner agencies, document review, on-site assessments, interviews, credential reviews, operational observances, report preparation, corrective action recommendations, and final report submission.
The total period of performance for this effort is 36 months comprised of one 12-month base period of performance beginning on the date of contract award and one 2-year option period exercisable at the Government’s discretion.
The Contractor shall ensure adequate contracted staffing to meet the operational requirements of this contract, and provide qualified, experienced personnel. |
