Requirements Title: El Paso Sector Santa Teresa Outdoor Shooting Range Preventative Maintenance and Repair Services
Description: The U.S. Border Patrol requires the Contractor to implement a comprehensive preventative maintenance and repair program for the Santa Teresa Outdoor Shooting Range. The Contractor shall be fully accountable for ensuring the facility remains fully operational at all times, encompassing all aspects of maintenance and repair. The Contractor is responsible for all actions necessary to ensure the range operates as designed and intended, maintaining full operational status throughout the contract period. This includes, but is not limited to, equipment type, component life, equipment usage, solid and hazardous waste management, and building environment considerations. The Contractor must develop and adhere to both short-term and long-term maintenance schedules and maintain detailed records of all maintenance activities. Maintenance and waste management must be performed in strict accordance with the National Shooting Sports Foundation's Lead Management, Occupational Safety and Health Administration (OSHA) Compliance standards for outdoor shooting Ranges, Resource Conservation and Recovery Act (RCRA) requirements, and applicable state requirements. The Contractor is responsible for performing all incidental and ancillary tasks, including the provision of components, materials, and equipment accessories necessary to ensure the complete functionality and serviceability of the facility. The Contractor shall provide all parts, materials, and labor required to maintain operational integrity, strictly adhering to manufacturer specifications and relevant safety standards, including OSHA and NIOSH guidelines. The Contractor shall implement and maintain hazardous materials good housekeeping practices in accordance with OSHA requirements and industry standards, adapting the maintenance schedule to the specific conditions of the range. The Contractor shall implement and maintain hazardous waste in accordance with RCRA and applicable state requirements. The Contractor's price quote must encompass all associated costs, including labor, parts, shipping, materials, travel, equipment, waste management, and any other expenses necessary to fulfill the service contract's requirements. The Contractor shall ensure that all work is conducted to the highest professional standards, guaranteeing the continuous and proper operation of the range, including all mechanical, electrical, and other components.
