| Description: The U.S. Coast Guard (USCG) requires contractor support to sustain and improve the management, accounting, and audit processes for Real and Personal Property under the Office of the Chief Financial Officer (CFO). The primary objective is to maintain compliance with established policies and procedures while identifying process improvements to enhance efficiency and effectiveness. The contractor will provide services across several key areas, including financial project management, audit support, business process improvement, SharePoint development and maintenance, inventory management, and policy and procedure updates. Key Tasks: Property Management Support: The contractor will provide professional accounting and supervisory oversight to ensure compliance with internal controls for Property, Plant, and Equipment (PP&E) and Construction in Progress (CIP). This includes minimizing risks of noncompliance and sustaining clean audit opinions. SharePoint Workflow Management: The contractor will manage and maintain SharePoint sites for Real and Personal Property programs, including development, maintenance, user updates, and workflow solutions. Tasks include creating custom views, forms, permissions, and automated reporting workflows. Inventory Management: The contractor will support physical inventories of USCG assets valued at over $10.6 billion across 480 units, ensuring compliance with established policies and procedures. This includes developing inventory communication plans, training materials, and SharePoint tools for tracking and reporting inventory status. Audit and Internal Control Support: The contractor will address audit deficiencies, develop corrective action plans, and support the collection and submission of audit samples and inquiries. This includes ensuring compliance with DHS and federal audit requirements. Policy and Procedure Development: The contractor will assist in reviewing, updating, and disseminating policies and procedures related to property management, ensuring alignment with Generally Accepted Accounting Principles (GAAP), Federal Acquisition Regulations (FAR), and DHS guidelines. Deliverables include updated Standard Operating Procedures (SOPs), desk guides, and training materials. Training Development: The contractor will design and deliver training materials for USCG personnel, including virtual and web-based training for inventory procedures, stakeholder training, and job aids to facilitate policy implementation. Reach-Back Capability: The contractor must provide access to specialized expertise within 24-48 hours to address complex accounting and audit issues as they arise. Personnel Requirements: The contractor must provide qualified personnel, including a Project Manager and Senior Auditors, with relevant experience in property management, accounting, and USCG systems. All personnel must meet background investigation requirements and adhere to security protocols. Deliverables: The contractor will provide monthly progress reports, project plans, business continuity plans, inventory reports, audit support documentation, and updated policies and procedures. All deliverables must comply with USCG standards and timelines. Period and Place of Performance: The contract includes a six-month base period and a six-month option period, with work primarily performed at the USCG Financial Services Center in Chesapeake, VA. Telework may be authorized under specific conditions.
