| Requirements Title: BPA for Shared Electronic Health Record (EHR) Platform and Support Services |
| Description: U.S. Immigration and Customs Enforcement (ICE), under the direction of the Department of Homeland Security (DHS), will issue and manage a Blanket Purchase Agreement (BPA) for an integrated, multi-module correctional Electronic Health Record (EHR) system. Under this BPA, two task orders will be issued: one for ICE Health Service Corps (IHSC) and one for U.S. Customs and Border Protection (CBP).
The Contractor shall deliver an integrated, multi-module correctional EHR system that enables secure, interoperable, and longitudinal health records across components, while supporting component-specific operational workflows. The system shall interface seamlessly with DHS enterprise services and external components and stakeholder systems to support evidence-based care, patient safety, and continuity of care. The EHR shall maintain a single, longitudinal health record per detainee across custody transitions (e.g., CBP to IHSC), ensuring data integrity, traceability, and real-time accessibility, in compliance with all applicable federal, DHS, and component-level policies and standards.
The vendor must assess whether the proposed solution provides a holistic, integrated system encompassing all functionalities of the current EHR subsystems. If the proposed system cannot deliver all required functionalities to all facilities covered under each task order by the intended deployment date, the vendor shall identify and engage qualified subcontractors as necessary to address any gaps and ensure all requirements are met.
The proposed solution must be certified by the Office of the National Coordinator for Health Information Technology (ONC-HIT). If not already ONC-HIT certified, the vendor shall obtain certification within one year of implementation. The solution must be FedRAMP high authorized or able to demonstrate an equivalent security certification. The solutions must run on ICE GovCloud or receive an ICE Chief Information Officer exception to be hosted in an alternate FedRAMP high authorized Cloud.
The vendor shall provide Tier II/III Software Support Services, including the full range of software development, technical, and project management services required to develop, implement, integrate, deploy, and train staff under each task order, as well as support and sustain the correctional multi-module system. |
