Requirements Title: Enterprise Business Management Support Services
Description: OFO is seeking to improve our business model for critical national security mission sets by capitalizing management strategies that are fully integrated across all our missions (passenger processing, cargo processing, travel, trade) and environments (land, air, and sea). Services will include integrating across a complex and multi-faceted mission, so national security needs are identified and met consistently across (7) OFO HQ Directorates, 21 Field Offices, and 328 Ports of Entry. We require comprehensive management support services that assess the future capabilities that are required to articulate, reply, and adapt to current and emerging OFO mission needs. We are seeking a vendor with a comprehensive understanding of OFO mission operations and OFO-wide priorities to provide critical cross-directorate, Field Office, and Port of Entry (POE) synergies, cost savings, and efficiencies. A similar current effort with OFO includes the full-time support of 93 contract support personnel. The vendor should be able to coordinate efforts and deliver services across seven (7) OFO HQ Directorates, 21 Field Offices, and 328 Ports of Entry to include possible provision of local, full-time, services CONUS and OCONUS. OFO is seeking management support services for the following OFO-wide priorities: • Strategy Development/Strategic Planning: Develop and implement Field-centric OFO-wide strategies that align with the OFO Executive Assistant Commissioner (EAC) priorities and drive the future of OFO’s operations, continually adjusting to the ever-changing threat environment. • Enterprise Resource Development: Facilitate necessary directorate coordination to implement OFO-wide services that provide OFO proven tools to make data-driven strategic decisions. For example, we have requirements for user fee analysis, requirements analysis etc. • Training Design and Development: Design and develop trainings to provide OFO leadership and CBP Officers with clear guidance on effective leadership best practices and workforce resiliency practices. For example, OFO requires leadership training developing mid-level and executive leadership skills and strategies that focus leaders on mission objectives, goals, and innovation. This could include individual consultations to identify and develop leadership skills, development of larger leadership labs/training sessions etc. • Innovative Technology Expansion: Identify opportunities to deploy innovative technologies that facilitate lawful trade and travel while decreasing the administrative burden on Officers and allows them to focus on mission-critical law enforcement activities.
