| Description: The Basic Ordering Agreement (BOA) procurement vehicle provides flexibility for use with university-based centers. Task orders issued against the BOAs represent the most cost-effective approach to ensure DHS has and maintains access to the university-based scientific and engineering capabilities the Department needs to accomplish its mission. Task orders will be issued against the following thrust areas under the DHS Centers of Excellence (COE) Phase X BOAs:
Cross Border Threat Screening and Supply Chain Defense (CBTS) will research and develop solutions, protocols, and capabilities to support DHS operations that detect, assess, and respond to known and unknown biological threats and other hazards that could adversely impact the Nation’s people, agriculture, and economy. CBTS will aid DHS in reducing risks posed by biological threats and other hazards encountered at borders, ports of entry, and within the global supply chain. By researching the countering biological threats in supply chains, CBTS will assist DHS operations that protect and mitigate threats to the global supply chain and reduce the risk of exposing people and infrastructures to new and evolving biological threats.
Arctic Domain Awareness Center: Addressing Rapid Changes through Technology, Innovation, and Collaboration (ADAC- (ARCTIC) will conduct interdisciplinary research, development, and education in alignment with the research and education priorities of and in collaboration with DHS components having an operational presence in the Arctic, including the United States Coast Guard (USCG), Federal Emergency Management Agency (FEMA), United States Customs and Border Protection (CBP), Cybersecurity and Infrastructure Security Agency (CISA), and other HSE entities, in coordination with partner agencies, such as the National Oceanic and Atmospheric Administration (NOAA), the Environmental Protection Agency (EPA) the Department of Defense (DoD), the Department of State (DoS), and the National Institute of Standards and Technology (NIST).
National Counterterrorism Innovation, Technology and Education Center (NCITE) will research and develop solutions, protocols, and capabilities to support DHS operations that detect, assess, mitigate, and respond to known and potential threats and other hazards that could adversely impact the Nation’s people, agriculture, and economy. DHS seeks research that explores the nature of countering terrorism operations from multiple perspectives including that of the adversaries (threat) and that of Homeland security stakeholders. |
