| Description: The purpose of this effort is to obtain independent advisory and analytical consulting services to support Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO) in identifying, assessing, and improving how ERO uses technology, data, and business processes to execute its law enforcement mission. This effort is intended to give ERO leadership clear, practical insight into 1. What technologies and operational practices are available and relevant to ERO; 2. Where gaps, inefficiencies, risks, and recurring problems exist across the ERO enterprise; and 3. What realistic, supportable options are available to address those issues. The contractor’s work shall assist LESA and ERO leadership make informed modernization decisions before committing Government resources to pilots, system changes, or acquisitions, and shall support improvements in operational effectiveness, efficiency, officer safety, and enterprise decision-making. The contractor shall provide enterprise-level advisory, analytical, and coordination support to LESA to support technology scouting, technology forecasting, business modernization, and enterprise gap identification across ERO. The scope is mission-focused and advisory in nature: Problem Identification and Mission Context Development, Technology Scouting, Technology Forecasting, Business Modernization and Operational Improvement, Assessment and Analysis, Recommendations and Decision Support, and Coordination and Enterprise Visibility. |
