BACKGROUND: The Maritime Transportation Security Act of 2002 (MTSA), as outlined in Title 33 U.S. Code of Federal Regulations (CFR) Subchapter H, requires the owners or operators of approximately 11,000 vessels to submit VSPs to the USCG for approval or indicate their participation in a USCG-approved ASP. GENERAL DESCRIPTION: Contractors are required to review VSPs and PAs to verify the plans include all elements required by law and regulation, and prepare correspondence to submitters. |
