Requirements Title: St. Paul ICE ERO AOR Ground Transportation Armed
Description: The Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), St. Paul Field Office currently relies on local county jails to provide ground transportation services for detainees and other operational needs. While this arrangement has been effective in the past, the declared national emergency has led to a significant increase in operational tempo, resulting in heightened transportation demands. To address these challenges, the St. Paul Field Office proposes establishing a stand-alone ground transportation contract with a dedicated service provider. This contract will ensure reliable, scalable, and mission-focused transportation services tailored to our operational requirements, while allowing ERO officers to focus on their primary duties. The Contractor shall provide all armed transportation services required to transport detainees securely to locations as directed by the designated ICE official in accordance with current and any future revisions to the Performance Based National Detention Standards (PBNDS) 2011 w/2016 revisions, and all applicable Federal, State, and local laws and regulations. During all transportation activities, at least one officer must be the same sex as the detainee. If a same-sex officer is not available, the transportation mission must be approved by the ICE designated official prior to the service being performed. Operations are primarily conducted in the States of Minnesota, North Dakota, South Dakota, Iowa and Nebraska. The Contractor shall provide, operate, manage, and maintain a uniformed transportation officer staff, 24-hours per day, 7-days per week, year-round, for the transportation and guard services of detainees under the responsibility of DHS/ICE-ERO. The Contractor shall provide armed ground transportation and guard services, to include transporting detainees. The Contractor shall evaluate specific tasks required and create a composite plan to achieve successful results. Continuous full service at the named locations is the requirement. The Contractor shall provide full and complete cooperation for any data request, inquiry or investigation conducted by the Government related to this contract. The period of performance will commence on the date of contract start and continue with a base of twelve (12) months, and four (4) 12-month options, to be exercised at the discretion of the Government. Should the incumbent not be selected for award, the base period will incorporate a phase-in transitional period up to 60 days, followed by 10 months of full operation. Place of performance will be provided at the task order level. The Contractor shall provide vehicles to safely provide the required transportation services and shall comply with all federal, state, and local laws with regard to inspections, licensing, and registration for all vehicles and firearms used for intra and interstate transportation. The Contractor shall establish a fully operational communication system that has direct and immediate contact with all transportation vehicles, post assignments, and ICE officials. The Contractor shall review specific individual requests required and create a disparate plan to achieve successful results. The Contractor shall provide full and complete cooperation for any data request, inquiry or investigation conducted by the Government related to this contract.
