Requirements Title: Recapitalize CG Station Freeport
Description: The U.S. Coast Guard is soliciting proposals for the Coast Guard Station Freeport Recapitalization project. This project entails the design and construction of a new, hurricane-resilient Coast Guard Station in Freeport, TX, to replace facilities severely damaged by Hurricane Beryl. The scope includes constructing a 20,635 GSF purpose-built facility, including an attached drive-through boat maintenance facility, featuring hurricane-resistant design elements such as elevation above the 100-year base flood elevation and open/breakaway ground floor walls. The facility will incorporate elevators, a building information system, fire protection and alarm systems, and an emergency power system of up to 1,000 kW capable of sustaining mission operations for at least 10 days following major storm events. Supporting infrastructure requirements encompass utilities, mechanical systems (including relocation of existing rescue equipment), a boat bay hoist, paving, walks, curbs, gutters, site improvements, and a new resilient small boat storage structure. Pier upgrades are also required, including new fuel dispensers and elevated shore-side transformers. The existing building and remaining portions of the small boat storage structure will be demolished, and temporary facilities must be provided during construction. The new facility will be constructed on the existing site. Bidders must demonstrate experience in hurricane-resistant construction, coastal construction, and complex utility upgrades.
