| Requirements Title: Detention and Transportation Services for the St. Paul MN AOR |
| Description: The Government intends to award a minimum two-year contract for the provision of Detention and Transportation services for the St. Paul Area of Responsibility (AOR). The contractor will provide all personnel, detention management, equipment, facilities, supplies, transportation, medical care, and onsite hearings in accordance with the ICE Performance Based National Detention Standards 2011 (PBNDS 2011) and 2016 Revisions, American Correctional Association (ACA) Standards for Adult Local Detention Facilities (ALDF), Standards for Health Services in Jails, National Commission on Correctional Health Care (NCCHC), and other state and local laws.
These services are required to facilitate ICE ERO’s mission to detain and remove illegal aliens. The requirements covered under this contract for a Contract Detention Facility (CDF) include the use of up to 1,000+ detention beds and transportation within a 400-mile radius for a period of a minimum of twenty-four (24) months.
Due to the emergency declaration and uptick in operational tempo, ICE/ERO has limited bed space available in the St. Paul AOR servicing the states of MN, ND, SD, IA, NE. All available beds currently contracted through Intergovernmental Service Agreements (IGSAs) and Intergovernmental Agreements (IGAs) with county entities are currently at maximum capacity.
The Government will be seriously injured if it were to compete this requirement because it does not have the necessary time to procure through full and open competition given the unusual and compelling urgent nature of the situation. Moreover, if the current
requirement was to be competed, detainees in ICE custody in the St. Paul AOR now and during the solicitation process would have to be relocated at a prohibitive cost, causing a serious financial injury to the Government. |
