| Description: On August 6, 2024, the Crow Indian Reservation was struck by severe storms and straight-line winds up to 78 mph, causing extensive home damage, displacing families, and worsening an already critical housing shortage. A Major Disaster Declaration designating Individual Assistance was issued on November 14, 2024. Under Section 408(c)(3) of the Stafford Act (42 U.S.C. § 5174), FEMA is authorized to construct, acquire, and provide permanent or semi-permanent housing when other assistance is not feasible or cost-effective; this authority will be used to procure code-compliant manufactured housing units and tiny homes as permanent replacements. Consistent with this authority, on June 16, 2025, FEMA approved Permanent Housing Construction – Replacement for the Crow Tribe of Montana, and on July 31, 2025, FEMA approved the business case and formally approved the Permanent Housing Replacement program.
