Requirements Title: Contract Vessel Support for Air Station Barbers Point Training Requirements
Description: The contractor shall provide a vessel and all necessary management supervision, personnel, labor, materials, fuel and equipment required for supporting over-water helicopter (MH-65E) and airplane (C-130J) training including but not limited to: aircrew hoists, rescue swimmer operations, low-approach cover, and any C-130J drop-delivered material used to fulfill Air Station Barbers Point’s (ASBP) aviation training requirements. ASBP is located at the Kalaeloa Airport in Kapolei, Hawaii. The area of operations will normally be in the general vicinity of six nautical miles to the North of Haleiwa Boat Harbor. This general vicinity may shift depending on environmental conditions and/or vessel traffic. Alternate locations include seven nautical miles to the South-West of Kalaeloa Airport and five nautical miles to the South of Diamond Head. Services will be provided up to two days each week in four hour training blocks. Operations will normally be scheduled each Tuesday and Thursday between the hours of 0900 and 1300 OR one hour before sunset until three hours after sunset. Vendor will return air-dropped gear owned by the Coast Guard within 24 hours of training completion. ASBP and the contractor will coordinate any acute changes to these training days and/or hours should ASBP operations require alteration. The contractor shall make the vessel available for operations during designated hours. Should regularly scheduled operations be cancelled due to maintenance, weather, or mission change; ASBP and the contractor will coordinate a suitable make-up day for the missed four hour block.
