| Description: HSI Chicago has a known requirement for radio usage monthly fees through the STARCOM21 system provided by Motorola Solutions, and needs to continue service past August 31, 2025 (current contract 70CMSD24P00000126). The new service period will be September 1, 2025 to August 31, 2026.
The STARCOM21 network is owned and operated by Motorola Solutions. It is a statewide, 700/800 MHz, Project 25-compliant, digital, trunked voice radio network that is open to all public safety and public service agencies in the State of Illinois. Motorola Solutions, Inc. is the sole source for obtaining the communication interoperability that is required by Motorola Solutions. Starcom21 covers the entire state of Illinois. It is the radio network for the State Police, DNR, IRS, DEA, Marshall Service, Secretary of State, most counties and many cities and municipalities. STARCOM21 has over 53,000 public safety users. Starcom21 has been documented by the State of Illinois as the interoperable system to be used in all emergencies. All 53,000+ radios are capable of interoperation with any other radio or radios in the network. ICE-HSI must be able to coordinate with other state and local officials in multiple agency law enforcement operations. |
