| Description: The rapidly evolving Marine Transportation System, driven by factors such as increasing vessel size, autonomous technology, and offshore activities, presents emerging challenges to the Coast Guard's ability to maintain maritime safety and security. These changes necessitate improved risk assessment capabilities. The Coast Guard Navigation Center requires a decision support and analysis prototype capable of being retrained to include additional risks as they are identified. This prototype shall unify the Coast Guard’s currently separate waterways risk assessment products and create a repeatable, defensible, and transparent risk profile. The prototype shall support both strategic and tactical decisions across the agency and facilitate information sharing with other agencies for permitting processes. The contract shall deliver an adaptable mathematical risk model, trained and validated with applicable datasets in weather, vessel location history, aids to navigation availability in the area, historical incidents, and inspection histories. The prototype should include a user-friendly visualization interface. The final deliverable will not be a static report; it will be an operational too used by the Coast Guard Navigation Center to continuously monitor and mitigate risk throughout the Marine Transportation System. |
