| Description: The Transportation Security Administration (TSA) requires comprehensive Alternative Dispute Resolution (ADR) and conflict management services to enhance operational focus, improve organizational dynamics, and support mission alignment across its workforce. These services are critical to addressing workplace challenges, fostering collaboration, and promoting a unified mission focus at various organizational levels, including federalized airport locations, TSA headquarters, Federal Air Marshal Service (FAMS) offices, and other locations within the continental United States (CONUS) and U.S. territories.
The scope of work includes providing Non-Equal Employment Opportunity (Non-EEO) mediation services to all TSA employees, encompassing Bargaining Unit Employees (BUE), Non-BUE, headquarters staff, and FAMS personnel. These mediation services aim to resolve workplace disputes effectively, reduce distractions, and maintain operational efficiency. Additionally, the requirement includes developing and qualifying internal mediators through targeted training programs and conducting assessments to ensure a robust cadre of skilled ADR practitioners.
To further support TSA’s conflict resolution needs, facilitation services will be provided for both small and large groups. These services will address leadership requests for conflict resolution related to grievances and Anti-Harassment matters, ensuring timely and effective interventions to mitigate workplace tensions. Strategic planning facilitation will also be offered to promote mission alignment and operational focus, including leadership out-briefings, surveys, notetaking services, and the development of actionable plans.
The requirement extends to conducting individual, team, and organizational assessments and interpreting their results to identify areas for improvement. Based on these assessments, customized workshops and experiential training sessions will be facilitated to enhance performance and group dynamics. These workshops will leverage established tools and methodologies, such as the Team Performance Model/Team Performance Indicator, Myers-Briggs Type Indicator (MBTI), StrengthsFinder, DISC or Social Styles, and Emotional Intelligence frameworks, to address specific organizational needs.
To ensure sustainability and scalability, train-the-trainer workshops will be developed and facilitated to empower internal trainers, facilitators, and ADR practitioners at various organizational levels, including divisions, airports, FAMS offices, and headquarters. These workshops will support TSA’s improvement efforts and mission focus by equipping personnel with the skills and knowledge needed to address conflict and enhance team performance independently.
Additionally, highly qualified ADR practitioners experienced in interest-based problem solving will be provided to support TSA’s ongoing needs. These professionals will administer conflict assessments, facilitate workshops, and deliver customized support to improve organizational dynamics at the individual, team, and airport/office levels. They will also assist in developing employee development strategies to promote mission alignment and operational focus across TSA’s diverse workforce.
Overall, the requirement encompasses a holistic approach to conflict resolution, mediation, and organizational development. By addressing workplace challenges, fostering collaboration, and promoting mission alignment, these services will enable TSA to maintain operational efficiency, enhance employee engagement, and achieve its critical security objectives. |
