Requirements Title: CBP-LSS LABORATORY SYSTEM ACCREDITATION TO ISO/IEC 17025:2017 STANDARD
Description: The requirement is secure the services of a crime laboratory accrediting organization which can reaccredit LSS in both the forensic disciplines and trade (chemical and mechanical) methods under the International Organization for Standardization (ISO) standard ISO/IEC 17025 (current 2017 version) specifying the general requirements for the competence to carry out forensic testing and/or calibrations. In most countries, ISO/IEC 17025 is the standard for which crime laboratories hold accreditation in order to be deemed technically competent. The result of successful accreditation will be recognition of the LSS laboratory system’s leadership, management of operations, training of personnel, analytical techniques and methods, and policies and procedures as creditable in the areas of chemical, mechanical and forensic testing. Due to the scrutiny of forensic evidence and testimony in courts of law, reliable and meaningful accreditation, from an accreditation body that is well-versed in the unique nature of LSS laboratories is of the utmost importance. The National Academy of Science’s (NAS) 2009 Report, Strengthening Forensic Science in the United States, explicitly recommended that all forensic science laboratories be accredited. Recent debate surrounding high profile court cases and the admissibility of forensic evidence, such as Smith v. Arizona, have emphasized the value of accreditation to the perceived reliability of a forensic laboratory. Further recent national attention on trade regulations and tariffs highlights the importance of selecting an accrediting body that can also assess the mechanical and chemical trade-based methods for LSS.
