| Description: The purpose of this award is to obtain project management and program integration support services for the U.S. Coast Guard (USCG) CG-835 Team Lead Inter/Intra Agency Agreement (IAA) and USCG User Fee Program. The Contractor shall support a broad range of life-cycle change management within the User Fee and Inter/Intra Agency Agreement (IAA) arena by assisting the USCG in implementing and integrating government-wide IAA standardization policy and procedures including user fee reimbursable programs that follow modified IAA policy and procedures. The Contractor shall use a combination of the USCG Financial Systems Modernization Solution (FSMS) System, General Ledger (GL), Acquisitions Performance Management System (APMS), Reimbursable Reconciliation Activity Report (RRAR), Interagency Payment And Collections (IPAC) System, G-Invoicing solution for Federal Program Agencies (FPAs) management of intragovernmental (IGT) Buy/Sell transactions, Unfilled Customer Order Report (UCO), USCG Travel Database, USCG MISLE database, USCG Finance Center Specialty Reports (various) & US Treasury databases and reports (various), appropriations law governing IAA and user fee reimbursable business transactions, existing Department of Homeland Security (DHS)/USCG policy and procedures governing IAA transactions, user fees and various federal authorities governing IAA and user fee reimbursable business transactions.
The scope of work aims to introduce advanced AI capabilities to enhance intergovernmental transactions by streamlining processes and improving data accuracy. This initiative will focus on developing an AI-driven platform that facilitates real-time data sharing, automates routine tasks, and provides analytical insights for decision-making. The project will encompass the integration of machine learning algorithms to predict trends and identify anomalies in transaction data, ensuring compliance with regulatory requirements. Additionally, the implementation will include training sessions for government personnel to maximize the utilization of AI tools, fostering a culture of innovation and efficiency across agencies. Collaboration with key stakeholders will be essential to ensure that the AI solutions are tailored to meet the unique needs of participating governments, ultimately promoting transparency and enhancing public trust in intergovernmental operations. |
