Requirements Title: COMSEC Material Control System (CMCS) Support and Development |
Description: The objective of this requirement is to provide the DHS COMSEC Central Office of Record with contracted support personnel with experience who are technically proficient in administering and operating the CMCS to maintain the existing infrastructure and future KMI and Keystone software baselines. The contractor shall partner with the government to provide all the necessary expertise required for the design, development, testing, installation, implementation, operation, maintenance, documentation, and training for the current and future versions of the CMCS software/systems, which include but are not limited to the administration of Windows Server operating systems, Oracle database software, Apache, and Tomcat web front-end software, JavaScript programming, KMI, and CARDS. This support is not limited to these systems and may include other systems under evaluation for future use. The contractor shall implement any necessary changes for the DHS-specific modifications and enhancements as well as the functional interoperability unique to the DHS CMCS environment. Additionally, the contractor shall provide design/development expertise required to meet future modifications and enhancements as well as training and remote/onsite support to the DHS COMSEC Central Office of Record. The DHS CMCS hybrid model uses KMI and CARDS to automate the tracking of shipment and receipt of COMSEC material, automate regularly scheduled inventories, support COMSEC accounts, provide electronic keying material distribution capabilities, and provide overall COMSEC accountability and audit functions mandated by National policy. The contractor will partner with the federal staff to finalize the development of a new GOTS CMCS product utilizing the DHS in-house development pipeline and tools. The contractors shall provide all requested reports and analytics as it relates to the scope of this contract. |
