Requirements Title: USCG Variable Infrastructure Award (VIA)
Description: The USCG Variable Infrastructure Award (VIA) vehicle is the follow-on to the Coast Guard's current Infrastructure Managed Services (IMS) BPA. The VIA vehicle is comprised of several multiple-award Basic Ordering Agreements (BOAs); one multiple award BOA will be for IT Sustainment activities, and several other multiple-award BOAs will be for IT Modernization/Innovation projects, as needed, and aligned by functional areas. Calls will be competed under relevant BOA(s). The VIA vehicle scope encompasses all services required to operate, maintain, design, modernize, and enhance the USCG’s IT Infrastructure including but not limited to Program Management, Service Desk, Enterprise Services, Systems/Server Operations, Network, IT Security, and Asset Management. The first Call (VIA-Sustain) is a mission-focused managed service delivery model to manage and operate the steady-state enterprise IT environment of the USCG. This requirement includes IT services, life-cycle and asset management, and hardware and software purchasing, as well as a focus on resolving the existing cybersecurity vulnerabilities and technical debt (i.e. end of life infrastructure). It also covers enterprise-wide, steady-state IT support services and completion of current in-flight activities. VIA-Sustain will be a single award, competed among the Sustainment BOA holders, due to the integrally related nature of all sustainment services. As modernization or innovation projects are identified, those will individually be competed as calls among BOA holders under applicable Modernization BOAs. The modernization projects will have scope, performance metrics and period of performance specific to the project requirement.
