Requirements Title: Technical and Engineering Services for Aids to Navigation (ATON) System Design Risk Assessments |
Description: The U.S. Coast Guard (USCG) Research & Development Center (RDC) is researching how to improve the Efficiency and Resiliency in Aids to Navigation (ATON) System Design. The USCG by law is required to mark waterways with ATON effectively and economically to allow for the safe and efficient flow of maritime commerce and traffic. To perform this mission, the USCG closely works with maritime stakeholders to design the ATON system to mark waterways in a manner that balances overcapacity (too expensive) and under capacity (too risky) in the system. To continue to minimize the risk of major collision, allision and grounding (CAGs) incidents occurring in waterways while adapting to current navigation practices, the USCG is striving to better leverage quantitative data to drive decision-making and inform what a modernized short range United States ATON system looks like in a more dynamic view (e.g., heat map) as opposed to traditional methods that rely on periodic, qualitative assessment to inform system design.
The USCG RDC originally developed the Waterways Design Manual in the 1990's. This project seeks to refresh the USCG's understanding of what elements should be considered to modernize the ATON system at acceptable risk levels. A modernized ATON system design tool is needed by the USCG to optimize ATON assets, infrastructure, and platforms to be more resilient and adaptable to ever-changing waterways landscape and operations
The scope of this contract includes a technical and management support in the development of a modernized quantitative-based risk assessment methodology for waterways and ATON system design that will be documented in summary reports. The scope also includes progress meeting and reporting and deliverable archiving. |
