Requirements Title: SFLC Data Systems Modernization |
Description: The U.S. Coast Guard (USCG) Surface Forces Logistics Center (SFLC) seeks to initiate modernization efforts across key logistics applications and workflows. Many of the legacy systems are interconnected, but upgrades over time have resulted in inconsistencies, degrading data quality, and difficulty in performing analytics. This modernization effort will provide system upgrades that enhance interoperability, decision-making, and operational efficiency while leveraging USCG’s existing technology investments.
1. Provide long-term strategy with an iterative plan to support SFLC modernization efforts
* Build the framework to kickstart the Power Platform Program at SFLC that will align to USCG Power Platform Vision and Strategy.
* Execute priorities to meet SFLC objectives which may include building and executing these components of the Power Platform Program: Community of Excellence, Power Platform Community, Compliance & Governance Frameworks, Rapid Deployment & Automation Expertise, Development, and Training
* Support stakeholders and SFLC team member priorities: identify key user groups; identify prioritized user stories; establish upskilling program; provide fusion dev support; execute mobile-first approach
* Collaborate and meet regularly with stakeholders to ensure the strategy and plan meets SFLC objectives and modify the approach as appropriate.
2. Establish and prioritize goals and desired results with SFLC across key operational objectives:
* Utilize existing technology investments within USCG enterprise to minimize cost and implementation risks – specifically Microsoft Power Platform where applicable.
* Improve data integrity and analytics capabilities for informed decision-making.
* Establish seamless integration between supply, financial, and maintenance management systems via API connectivity.
* Provide system upgrades to ensure continued operational effectiveness.
* Migrate legacy databases (e.g., Microsoft Access) to a scalable and maintainable architecture.
* Enhance workflow automation to reduce manual efforts and improve efficiency. |
