| Requirements Title: Geospatial Operational Data Enterprise Support (GeoDES) |
| Description: The Contractor shall provide comprehensive geospatial enterprise technical expertise and contractor support services to include program and project management, needs identification and requirements analysis, data acquisition and collection, data management, engagement and communications, and branding and marketing to manage and disseminate geospatial products.
The Contractor support shall also include potential work surges to support changing priorities due to new and updated geospatial information technology and information sharing initiatives that support the evolving DHS HSE mission.
Additionally, the Contractor shall maintain a high level of integration and coordination with other GMO services.
Program Management. The Contractor shall provide oversight of all staffing, scheduling, and contract projects, deliverables, and work items including scope, schedule, cost, risk, and performance monitoring and reporting.
Data Acquisition and Collection. The Contractor shall research and leverage professional networks in support of robust geospatial data collection that is of the highest quality and value to the government. The Contractor shall collect prioritized geospatial data products for use by the HSE, including but not limited to, foundational-level data, critical infrastructure, and other data, as determined by use cases, to meet the documented data needs of mission partners. The Contractor shall ensure all validated mission partners get appropriate access to geospatial data to meet HSE mission needs regardless of organizational affiliation.
Data Management. The Contractor shall facilitate internal and external geospatial data coordination in support of the HSE. The Contractor shall manage and maintain the HIFLD Dynamic Catalogs (HDCs), conduct continuous improvement, and provide data delivery services. The Contractor shall provide infrastructure and database support services in support of GMO operational needs.
Systems Engineering and Architecture. The Contractor shall provide architecture analysis and assessment, systems design, integration, implementation, operations and maintenance, and other geospatial support services to mature and execute program requirements.
Engagement and Communications. The Contractor shall integrate geospatial expertise and customer relationship management best practices to provide engagement and communications services including conference planning, training design/delivery, help desk support, and delivery of informational messaging and products.
Branding and Marketing. The Contractor shall maintain, enhance, and execute the communications strategy across multiple platforms with data-based approaches (i.e., metrics, user feedback, quality assurance, testing results, etc.) and best practices to reach a dynamic and growing, mission-oriented user base. The Contractor shall design, develop, and deliver high-quality professional information products including presentations, informational products, websites, and branding materials. |
