Requirements Title: FY25 Disaster Response Analytics Surge BPA |
Description: FEMA requires an experienced contractor with expertise in science, technology and disaster response missions to support a range of dynamic data science, systems and process engineering, and management tasks to implement enhanced response analytics and system engineering capabilities. The contractor shall provide strategic and technical subject matter expertise to facilitate implementation and sustainment of Disaster Response Information Analysis, Response Analytics in support of Community Lifelines; systematic Response Analytics Information Management and Governance; Community Coordination, Outreach and Training; and Project Management. Contractor support is needed to provide scalable disaster data analytics and analysis capabilities that will enhance FEMA's ability to adapt to evolving risk environments allowing for effective integration across all missions using a standards-based approach. The development of a more comprehensive response focused analytics capability will facilitate the integration of disparate information analysis practices using data relating to location, context, and interdependencies that enable delivery of advanced decision support products for quantifying levels of impacts, how those impacts affect communities and related lifelines, and what resources are needed to stabilize the environment. Contractor support is required to facilitate the development of enhanced data-driven predictive analytics and implementation of analysis frameworks to support response focused decisions, specifically related to the Community Lifelines. Contractor support is needed to obtain time-sensitive data and derived-products, when required by the FEMA Response Geospatial Office, to include remotely-sensed data such as aerial and satellite imagery and weather RADAR datasets, or products derived from such. |
