Description: The U.S. Immigration and Customs Enforcement (ICE), Office of the Chief Financial Officer (OCFO), Office of Financial Management (OFM), Financial Services Modernization (FSM) Program is chartered to replace aged and outmoded legacy financial, accounting, data management, procurement and asset management systems for ICE and all Components receiving financial and accounting services from ICE. The FSM program will bring ICE and ICE Component Customers into compliance with new regulatory mandates for financial operations and will resolve long-standing deficiencies with the Department’s ability to effectively manage financial services. The objective of the program is to implement a new Enterprise Resource Planning System which will satisfy operational security and auditability standards for the Agency. To do so, ICE has developed an operational FSM Program Management Office (PMO) to manage the workload of the program and to guide all program activities for transition out of the legacy operating environment into a new Integrated Enterprise Resource Planning (ERP) based business suite.
The Contractor supporting this effort shall assist the ICE FSM PMO in working with the System Integrator (SI) and perform the following tasks detailed below. The workstreams and related activities are structured to represent functional and technical focus areas that enables effective management of the full system development lifecycle.
ICE and its DHS Component customers currently use the Federal Financial Management System (FFMS) as its core financial system and system of record. ICE and its DHS Component customers currently use Unison PRISM as its core procurement contract lifecycle management application as it’s system of record. Additional systems used to support the core financial business processes are listed in Appendix D; however, there may be additional systems relevant to this task order. |
