Requirements Title: Field Assessment Tools Technical Services
Description: The U.S. Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Recovery Technology Programs Division (RTPD).FEMA, under the authority of section 408 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. §5174, and Title 44 of the Code Federal Regulations (CFR) prepares for and responds to both natural and manmade disasters. RTPD needs expert resources to support implementation, enhancement, and management of geospatial field assessment tools which leverage the Environmental Systems Research Institute (ESRI) suite of geospatial software. These tools are hosted in the Field Assessment and Collections Tools (FACT) system, which requires continuous operations and maintenance (O&M) support. Resources experienced in Scrum and Kanban Agile methodologies are required to: • Bring the Preliminary Damage Assessment (PDA) Tool into full operational capability (FOC),including implementing enhancements and new solutions to streamline service delivery for SLTT partners as outlined in an independent solution analysis and the PDA Advisory Panel recommendations report •Bring the Disaster Survivor Assistance (DSA) Tool, the Disaster Recovery Center Site Survey Inspection(DRC SSI), and the Shelter Resident Assessment Tool (SRAT) into FOC • Develop new geospatial applications to meet emergent disaster requirements or evolving FEMA mission needs • Enhance and sustain geospatial applications following the achievement of FOC • Develop, enhance, and sustain data sharing mechanisms that would enable other FEMA systems and analytics staff to consume data hosted in the FACT system • Enhance, operate, and maintain the FACT system to ensure that hosted geospatial applications are available to end users • Provide technical support to Product Owners and end users requiring access to the FACT system and hosted geospatial applications • Provide extended coverage during disaster operations to ensure the system is operational and available to support the FEMA mission.
