Requirements Title: BAPS System Modernization Phase 2 |
Description: This requirement is to support Phase 2 of an ongoing effort to modernize the data collection and management system used by the U. S. Coast Guard’s International Ice Patrol (IIP) to model iceberg locations and movements in the North Atlantic Ocean and create iceberg warning products for the maritime community to satisfy international obligations under 46 U.S.C 80301 and the International Convention for Safety of Life at Sea (SOLAS). The Iceberg Analysis & Prediction System (BAPS), a USCG non-enterprise software application, has been in use since 1986, and includes the ArcMap interface supplied by Environmental Systems Research Institute, Inc. (ESRI), which has been in use since 2013.
The BAPS is composed of a data server (Linux operating system, Oracle Server software, iceberg drift and deterioration numerical models, and custom data-ingestion and manipulation software) and a user workstation (Windows operating system, ESRI ArcGIS Desktop and BAPS custom extensions for ArcMap). Phase 1 of this project conducted a proof of concept by upgrading one server’s database software from Oracle to MS SQL, installing ArcGIS Server, and installing ArcGIS Pro on a client workstation to test communications between the server and the client. While the proof of concept was successful, the current operational software configuration is still using mid-1990's technology, which is limiting IIP's utilization of satellite reconnaissance and modern geospatial technology. The mid-1990’s technology is also not in compliance with Coast Guard cyber requirements as the end-of-life software in the current configuration puts the system at risk.
This requirement’s (Phase 2) purpose is to request technical support services to complete the conversion of IIP’s BAPS UI from ArcMAP to ArcGIS Pro and complete the software updates to the BAPS database and servers that were tested in the Phase 1 Upgrade. The modernized system will be able to implement data ingestion with current ArcGIS Server technology to provide services-based access to the data, and a supportable SQL Server geodatabase; prepare a modern user-interface (UI) in ArcGIS Pro for BAPS, and align the system architecture with IIP’s domestic partner, the U.S. National Ice Center, and IIP’s international partner, the Canadian Ice Service (CIS). The modernized system must be able to receive the same inputs and produce the same outputs as the current system. The modernized system must also be able to share data with CIS and remain compatible with CIS's version of BAPS.
Finally, the modernized system must meet the cyber security requirements set forth by Coast Guard Cyber Command. |
