Requirements Title: Next Generation II Manufactured Housing Units
Description: The Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended and related authorities, as of January 29, 2025, authorizes the U.S. Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) to provide temporary housing units, acquired by purchase or lease, directly to individuals or households who, because a lack of available housing would be unable to make use of financial assistance. The Stafford Act also describes the decision criteria for determining which types of assistance will be provided; Stafford Act, Section (408) (b)(2)(B). Considerations include cost effectiveness, convenience to the individuals and households, and other factors the President may deem appropriate. One of the temporary housing methods that FEMA exercises is providing Manufactured Housing Units (MHUs). MHUs are constructed to meet the U.S. Department of Housing and Urban Development (HUD) standards as set forth in 24 CFR 3280 (Manufactured Home Construction Safety Standards, et. seq.). FEMA may refer to 24 CFR 3280 et. seq. as “HUD Standards” as part of this solicitation. In addition to HUD Standards MHUs the Agency typically uses Recreation Vehicles (RVs) built to the National Fire Protection Association (NFPA) 1192 Standard on Recreational Vehicles and other RV standards published by the RV Industry Association (RVIA) and ASTM International (formally known as American Society for Testing and Materials). In general FEMA uses RVs classified as Travel Trailers (TT). HUD Standard and TTs are known by the general classification of Transportable Temporary Housing Units (TTHUs)
