Requirements Title: Data Strategy and Governance Implemenation
Description: Resource Management Transformation (RMT) serves as the Office of the Chief Financial Officer (OCFO) solutions center for efficiency, business analytics, project management, and technical support. RMT supports the OCFO divisions data collection from multiple sources while creating partnerships across DHS to examine existing data collection processes and exploring opportunities to standardize information, integrate data sources, aggregate data, and increase data accuracy to meet our departmental reporting needs. RMT plans on establishing and maintaining a Data Governance Structure, which will include functions ranging from establishing a governance board and process, data management, establish a data innovation lab, building customer service models and setting up communication channels related to data management and governance activities. The Contractor shall provide services supporting the RMT division. DHS OCFO continues to mature its enterprise financial data processes, consolidating, standardizing, and reporting integrated data. RMT has led multiple initiatives on behalf of the Chief Financial Officer (CFO). DHS requires support for its OCFO Data Governance Council (DGC) to design enhanced data collection, improve quality control processes, strengthen our workforce’s data literacy, and other functions as described in the requirements section below. The objective of this requirement is to procure financial data management supporting function to assist RMT in maintaining a data governance board and processes, data management activities, communications related to data management, innovation lab support, and build a data-based customer service model within DHS Management. The Contractor shall provide RMT with financial and technical data management expertise to support DHS and RMT's vision of data governance. The Contractor shall support RMT in achieving its goals by assisting in the implementation and maintenance of the following services, as described below: • Evaluate existing data infrastructure to improve data governance and management process and eliminate duplicative financial management processes. • Design improvements to collaborative data management and governance processes. • Establish new or improve upon existing data analytical career tracks for OCFO's financial management workforce to perform data-driven analytics with the goal to transform the OCFO workforce by enhancing data literacy. The contractor shall assist RMT and DHS OCFO to maintain its governance body charged with oversight over the department-wide financial data. The DGC will act as a centralized function for measuring adherence with enterprise data governance policies and procedures, as well as the establishment of data standards and data quality controls. The DGC is also responsible for the communication, awareness, and training surrounding data governance. The DGC will lead the planning and implementation of quality management techniques to measure, assess, and improve the fitness of data for use within the organization ensuring end user needs are met. Access existing operational state of financial data and help establish the future state aligning to the Department’s and Federal data requirements as well as mandates. • Support the Data Governance program through user engagement to address data requirements, standards, and acceptance criteria. • Assist in resolving DG Issues and maintaining an Issues Tracking Tool. Establish metrics and coordinate subject matter experts to bring resolution to DG issues.
