| Description: The Office of the Chief Financial Officer (OCFO), Business Management Office (BMO) of the U.S. Immigration and Customs Enforcement (ICE) seeks professional services to provide program management, business analysis, strategic planning, training support and business logic extraction from system code. The BMO’s Table of Organization Position System (TOPS) used by both ICE and the U.S. Citizenship and Immigration Services (USCIS) has a history of being underfunded with less than two development resources allocated to support the system.
1. Operational and Technical Writing Support including requirements documentation and clarification
2. Facilitation of business logic verification with program office points of contact
3. Data cleanup (take reports, look at where data needs to be cleaned up and then coordinate with business customers to get the work cleaned up and track progress)
4. Review PL/SQL code, translate and document business logic used within code into non-technical language, and place into functional requirements format
5. Develop training plan for end users and super users
6. Project management, presentation, strategic planning on phased/scope releases of the position management system
7. Reporting on data that cuts across multiple organizational lines and across lines of business, particularly in managing data for Position Management, Payroll, Staffing, Retention and Attrition Analysis and Reporting at an Agency Level |
