Description: The purpose of this FFRDC is to provide specialized independent and objective technical and systems engineering expertise to Department components, program managers and operating elements in addressing national homeland security system development issues. In providing this expertise, the HSSEDI may consult with other federal, state and local government agencies; non-governmental organizations and institutions; universities and affiliated research centers; and, other non-profit groups. Program objectives will generally be achieved through the evaluation and/or recommendation of new technologies; development of prototypes and proof-of-concept demonstrations; review of systems design optimization and trade-space considerations; development of integrating architectures and frameworks; application of enterprise systems engineering principles for improved interoperability and information sharing; establishment of technical standards, measures and best practices; and, development of realistic test environments and scenarios.
The HSSEDI shall generally work on only the most complex homeland security issues and systems and assist the Department in evolving towards an integrated “one DHS” system-of-systems approach through various enterprise modernization efforts and process efficiencies. Through its long-term relationship with the Department, the HSSEDI will promote compatibilities across the various homeland security platforms and equipment to reduce our Nation's risk to terrorism and catastrophic incidents.
The role of the Science and Technology Directorate is to provide the required government program management and oversight, through its FFRDC Program Management Office (FFRDC PMO), a program office that supports the HSSEDI in terms of general program management and administration; task order development and administration including resolution of issues; individual task order sponsor communication and liaison; coordination and support with S&T aligned DHS financial, legal, security, public affairs and contracting offices; development of long-term and short-term outreach strategies; assignment of Contracting Officer’s Representatives (COR); and, administration, coordination, review and approval of FFRDC Core research activities.
The FFRDC PMO, as it applies to the HSSEDI relationship and involvement, will include the FFRDC PMO Director for overall program execution guidance; HSSEDI Program Manager, who shall be the focal point for the negotiation and coordination of tasks between the HSSEDI and various DHS program office sponsors, as well as general day-to-day engagement issues; HSSEDI COR (may be same person as HSSEDI PM) for contract task order technical administration, deliverables and invoice approval; HSSEDI Financial Point-of-Contact (POC) (FPOC) for Procurement Request (PR) preparation, travel approval, and coordination of sponsor funding, finance and accounting issues; a Requirements Point-of-Contract (RPOC) for task order technical documentation review, preparation and data collection; and a HSSEDI Security Point-of-Contract (SPOC) for coordination of Contractor suitability and security clearance processing, badging and facility access. |
