Requirements Title: Advisory & Assistance Services (A&AS) - Countering Weapons of Mass Destruction (CWMD) Office - Operations Support Directorate |
Description: The purpose of this effort is to provide administrative, programmatic, training, exercise, and information coordination services to the Countering Weapons of Mass Destruction Office’s (CWMD’s) Operations Support Directorate (OSD) to enhance the nation’s abilities to prevent terrorists and other threat actors from using weapons of mass destruction and to support operational partners in closing capability gaps.
OSD develops and enhances CWMD capabilities of our DHS components and federal, state, local, territorial, and tribal (FSLTT) partners. OSD engages daily in providing resources for CWMD, including material support, training, CWMD detection, subject matter expertise and maintaining / communicating situational awareness of potential WMD threats. OSD projects and programs that require A&AS support are described below:
• Current Operations (Data Visualization and Reporting):
Involves creating, editing, and managing dashboards, maps, applications, and reports to display relevant data for situational awareness, programmatic activities, and crisis operations, ensuring accurate and timely information dissemination to Senior Leaders, decision makers, and other end users.
• Outreach, Events and OSD Tasking Coordination:
Supports collaboration with CWMD counterparts at the FSLTT levels, facilitating communication and operational integration among various stakeholders. Manage OSD tasking and information requests.
• Biological Programs:
Support law enforcement, public health, and emergency management communities in preparing for and responding to biological incidents. This includes operating an aerosolized detection system in over 30 metropolitan areas across the country.
• Training and Exercises :
o Training Coordination: Coordinates with OSD programs and CWMD stakeholder agencies to identify training requirements and facilitate training solutions. This includes conducting research and analysis to establish national Chemical, Biological, Radiological, and Nuclear (CBRN) training standards and developing multi-year training plans tailored to local and regional mission needs.
o Exercise Development: The Exercise Branch supports the complete exercise lifecycle, which involves identifying exercise needs for FSLTT partners, developing and executing exercises, and capturing lessons learned. This includes producing After Action Reports (AARs) and managing documentation and materials for exercises based on the Homeland Security Exercise and Evaluation Program (HSEEP).
o Subject Matter Expertise: Provides CBRN subject matter expertise to FSLTT operators and other public agencies, including forward-deployed personnel who maintain direct interface with FSLTT mission partners.
• Securing the Cities (STC):
Works to prevent the planning, movement, and deployment of radiological and nuclear weapons within the United States by enhancing the capabilities of SLTT agencies to defend against nuclear or radiological attacks.
• Mobile Detection Deployment Program (MDDP):
MDDP enhances the chemical, biological, radiological, and nuclear (CBRN) detection, identification, and interdiction capabilities of domestic law enforcement and other public safety agencies across the country.
• Chemical Defense Coordination::
Leads the coordination of chemical defense-related activities for FSLTT partners and DHS components, enhancing their capabilities to respond to chemical threat |
