Requirements Title: Counterintelligence and Information Technology Vulnerability Assessment and mitigation Approach
Description: The objective of this project is to obtain vendor support services to develop and execute a counterintelligence vulnerability assessment in accordance with the U.S. Constitution, Executive Order 12333, other applicable laws, and the Department of Homeland Security Office of Intelligence and Analysis Intelligence Oversight Guidelines. The vendor shall assist FEMA in identifying counterintelligence vulnerabilities across the enterprise, assess and prioritize the risk to FEMA, and provide recommended mitigation strategies to defend against foreign intelligence entity (FIE) threats. The vendor must develop a plan of action and milestones (POAM) which identifies, prioritizes, and recommends mitigation strategies of counterintelligence vulnerabilities by scoping FEMA’s counterintelligence program requirements, to include and are not limited to, sensitive systems access, total workforce strength, priority critical program protection, and estimating funding requirements.
