Requirements Title: Critical Infrastructure Risk Analysis (CIRA)
Description: CISA Chief of Contracting Office (COCO) Biannual FY24 Industry Day is May 1, 2024. The purpose of the event is to provide Industry updates on known FY24 CISA procurements and projected FY25 procurements. There will also be an opportunity for question and answers with CISA COCO Contracting Officers. To register, please go to SAM.gov. The scope of this contract Performance Work Statement (PWS) encompasses analytic and planning activities in support of the National Risk Management Center's mission. Currently, there are sixteen (16) critical infrastructure sectors, and one (1) critical infrastructure subsector whose assets, systems, and networks, whether physical or virtual, are vital to the United States. Incapacitation or destruction of any would have a debilitating effect on security, national economic security, national public health or safety, or any combination thereof. The (16) critical infrastructure sectors and one (1) critical infrastructure subsector are: 1. Chemical Sector 2. Commercial Facilities Sector 3. Communications Sector 4. Critical Manufacturing Sector 5. Dams Sector 6. Defense Industrial Base Sector 7. Emergency Services Sector 8. Energy Sector 9. Financial Services Sector 10. Food and Agriculture Sector 11. Government Facilities Sector 12. Healthcare and Public Health Sector 13. Information Technology Sector 14. Nuclear Reactors, Materials, and Waste Sector 15. Transportation Systems Sector 16. Water and Wastewater Systems Sector Subsector – Elections Systems Analytic and planning activities in support of the NRMC's mission include but are not limited to: • conducting data analytics, including enterprise and technical architecture, systems engineering and technical assistance. • performing risk analysis, including cyber and infrastructure analysis, and incident response. • aligning requirements, capabilities, and data available to the NRMC to understand and mitigate risks to critical infrastructure. • reviewing and analyzing systems and assets to identify risks for cascading impacts. • planning support, including strategic planning, and program management. • analytical writing and data visualization • supporting potential work surges to support changing priorities due to new and updated risk management initiatives that support the evolving CISA and NRMC mission space.
